This facility is intended to help authorities with their planning.

Please complete the School Directory Form if a submission was not completed in the 2025 collection window, or if further updates are required. School Authorities are required to review the School Directory and complete the School Directory Form to:
- add a new school/campus
- update an existing school/campus’s details
- or confirm that the details in the existing School Directory are correct.
Please note that this year all School Authorities are requested to confirm that the details for their schools/campuses are correct even if no updates are required.

2026 Certified Teachers (Highly Accomplished and Lead Teachers)
Please email the CEQL HAT and LT Program haltprogram@ceql.catholic.edu.au to report newly employed Highly Accomplished or Lead Teachers.
The Queensland College of Teachers (QCT) and CEQL seek updated advice regarding certified teachers new to the Queensland Catholic Sector. Initial certification may have been achieved when the teacher was employed in another Queensland sector or whilst teaching interstate. This information is sought to support teachers to receive timely updates for the renewal of their certification from the QCT to avoid the unforeseen expiration of their certification.
School Authorities are requested to advise certified teachers of this information sharing.

NAPLAN Student Background Data
Data collection process for the National Assessment Program – Literacy & Numeracy (NAPLAN) testing of students in Years 3, 5, 7 and 9. The Queensland Curriculum and Assessment Authority NAPLAN Portal can be accessed here.
The key dates are as follows:
- 6 February 2026: Catholic diocesan datasets due for upload into QCAA NAPLAN Admin app
- 13 February 2026: Diocesan Catholic schools verify and update student details
- 18 February 2026: Due date for verification of all school data in QCAA Portal
Consent and Respectful Relationships Education Funding
The Annual Progress Report covering the 2025 school year and the Final Implementation Plan detailing all activities and anticipated activities, funding and funding allocation/expenditure is due by Friday 13 February 2026.
Reporting for this funding is facilitated by nominated Diocesan contacts. CEQL has already forwarded the reporting template directly to these contacts. Reporting for non-diocesan schools is completed by the Education Consultant – Respectful Relationships at CEQL and no further action is required by non-diocesan schools.

New Schools/Schools Undertaking Changes in Operation
Catholic School Authorities must complete an application for new schools or schools undertaking changes to their operation. Details are available on the Non-State Schools Accreditation Board (NSSAB) and Department of Education and Training website.
All applications must be accompanied by the NSSAB accreditation documentation and are to be sent to CEQL Data Collections email datacollections@ceql.catholic.edu.au for submission. Separations and amalgamations can only be approved for Australian Government funding from the commencement of the following year.
Please note: the cut-off date to submit the DET forms for separations or amalgamations is 1 July 2026.

Financial Accountability
As the Approved Authority, Non-Government Representative Body, Block Grant Authority, Capital Assistance Authority, Central Governing Body and Funded Organisation, CEQL is obliged under the Australian Education Act and relevant service agreements to ensure that grant funding is spent or committed to be spent for the permitted purposes.
Each year, CEQL seeks confirmation from Catholic School Authorities (CSAs) and other grant recipients regarding the receipt and expenditure of government funding.
From 2025, grant recipients will complete a separate acquittal certificate for each government funding that they receive from CEQL. Each Certificate must be signed by an authorised representative of the recipient entity and certified by an independent qualified accountant.

Chaplaincy and Student Wellbeing Officer funding – 2025 rollover
Schools who received funding from the National Student Wellbeing Program (NSWP) or Queensland’s Chaplain and Student Wellbeing Officer Program (CSWOP) must appoint a suitably qualified worker and have the worker complete at least one hour of work to be eligible for funding in the following year. Schools who do not satisfy this requirement can opt to withdraw from the program entirely (and return the funding) or roll funding over to the following year to allow additional time for recruitment.
Schools who opted to roll funding over from 2025 to 2026 have until the end of Term One to appoint a worker. Notification of a successful appointment should be made to CEQL.

ACARA Student Background Data Collection
Student Background Data (SBD) is collected annually by the Australian Curriculum, Assessment and Reporting Authority (ACARA) to enable the recalculation of ICSEA scores. The data collected will also inform the calculation of Low SES Loading and Low English Proficiency Loading of Commonwealth Recurrent Grant.
More information about the SBD can be found on the ACARA website and in the ACARA Privacy Policy.
As in previous years, ACARA will liaise with Diocesan School Authorities. RI/MPJP schools will be contacted by CEQL and provided with further information about this collection. We encourage RI and PJP schools to submit their data to CEQL as soon as possible to allow enough time to resolve exceptions.

State Allowance Acquittal Form
Under section 374 of the Education (General Provisions) Act 2006 (the Act) and section 9.3 of the Non-State Schools Recurrent Grant Policy, the governing body is required to provide to the Queensland Minister for Education school allowance acquittal details for each non-state school for the previous year of operation.
Please ensure the forms are signed by an authorised person from the governing body and an accountant who is independent from the school and the governing body. Further information regarding the allowance acquittal is available here.
The acquittal forms will be forwarded to CSAs. Please send the completed acquittal form to schoolfunding@ceql.catholic.edu.au by Friday, 12 June 2026.

Preliminary National Consistent Collection of Data on School Students with Disability (NCCD)
The preliminary collection of indicative student numbers for the NCCD from Catholic School Authorities is due to CEQL by Monday, 22 June 2026. CSAs are encouraged to submit their preliminary data as soon as it is available.
The purpose of the data collection is to provide an anomaly check of the indicative student data, as a quality assurance measure, prior to the actual collection of NCCD on Friday, 7 August 2026. Any items within the Capital Projects Online Application Form under dispute as of the CEQL’s Capital Project Online Portal closing date of 27 May 2026 will be discussed and reviewed at the Final Eligibility Review Meeting.
External Infrastructure Subsidy Scheme projects will undergo a cost review to assess each application’s cost estimate and determine eligibility for the proposed works.

Safety in Schools Collection
The Queensland Department of Education and Training requires each school to complete a Safety in Schools Statement under the Education (General Provisions) Act 2006. Each Catholic School Authority should complete the survey once for each school that has made or reviewed a direction in the last financial year. For all remaining schools who have not made or reviewed a direction, please complete the survey selecting “All Other Schools” in the school selection dropdown for your diocese.

Education Support Funding Program (ESFP) Financial Acquittal and Student Data Report
As required under the service agreement, we must provide to the Queensland Department of Education the following information annually:
- Financial acquittal covering funding allocation and expenditure for the period 1 July 2025 to 30 June 2026.
- Number and detail of eligible Out-of-Home Care students as at 30 June 2026. Students must have an Education Support Plan developed and signed within 30 days of the student enrolling at the school or becoming eligible, revised at the start of every year. This information will be used by the Department to determine funding allocation for the 2026/2027 Financial Year.
The template will be made available by early July.

Students in Out-of-Home-Care Data Sharing Exercise for Semester 1, 2026
This data collection aids the Queensland Department of Communities, Child Safety and Disability Services in the maintenance of accurate data on students living in Out-of-Home Care. In the template provided by the Department, Catholic School Authorities are required to confirm the enrolment status of students and provide detail of eligible students who are not currently listed.
Traditionally this exercise would be facilitated in early July, however, a systems change in the Department of Child Safety prevented the exchange from occurring in 2025. CEQL will notify Catholic School Authorities if an exchange will proceed this year.

Non-government Schools Census – including NCCD
The census is an annual collection completed by non-government schools that receive recurrent funding from the Australian Government. It provides information about schools, their students (including NCCD), and their staff to inform the community and the Australian Government.
The census is now to be submitted in the Education Funding System (EFS).
Census special circumstance applications are for a student who did not attend during the census reference period and/or did not have a pattern of regular attendance but otherwise meets the census eligibility requirements. These students are individually assessed and considered against the conditions of assessment for inclusion in the census.
Students for whom the school is seeking approval of special circumstances must be excluded completely from the Census data until such time as approval is granted by the Minister’s delegate.

Australian Early Development Census (AEDC) Periodic Financial Return and Performance Report – 1 January 2026 to 30 June 2026
As part of the reporting requirements under the service agreement, CEQL is collecting information relating to the use of AEDC Sector Support Funding from each Catholic School Authority (CSA). This Periodic Financial Return is required to be completed throughout the term of this program. This is the final collection for the 2024 round of AEDC funding.

Annual Fee Concession and Support Collection
Queensland Catholic schools support families experiencing hardship through fee concessions and related assistance.
Fee concession data collection provides consistent evidence of the scale, nature and impact of this support across Queensland Catholic schools. It is used to support CEQL and school authorities to engage with government, inform policy and funding discussions, and demonstrate the sector’s commitment to social justice and the common good.
As the last collection was in 2021, this collection addresses a five-year information gap and will provide updated evidence in the current cost-of-living environment.

Student Attendance – Semester 1 2026
Student Attendance (STATS) collects student attendance rate data by grade, gender and Indigeneity for the Semester 1 reporting period on EFS. Approved Authorities complete the STATS collection under the Australian Education Act 2013 and associated regulations. Student attendance rates are published annually on ACARA’s My School website and contribute high level data for ACARA’s National Report on Schooling in Australia and the Productivity Commission Report on Government Services.

Applications for the 2027 Capital Assistance Round
Catholic School Authorities may apply for capital assistance for the planning, construction, alteration, extension, renovation, relocation or upgrading of educational facilities for students; boarding facilities for students (and supervisors); and residential accommodation for teachers in remote areas (subject to Ministerial approval).
The 2026 Capital Assistance Round will open on Friday, 23 October 2026. Applications can be made via CEQL’s Capital Projects Online Portal.
